DECLERATION OF VACANCIES

Applications are invited from suitably qualified persons who wish to be considered for the below positions in the County Government of Kwale;

  1. COUNTY EXECUTIVE COMMITTEE MEMBER (Salary scale ‘7’: 3 Posts)

                       Gross Salary Kshs259, 875. 00

  • Department Tourism, Trade and Enterprise Development
  • Department of Water Services
  • Department of Public Service and Administration

 Requirements for Appointment: 

To be appointed as a member of the County Executive Committee a person – must be :

  • A Kenyan citizen
  • A holder of at least a first degree from a University recognised in Kenya
  • Satisfies the requirements of Chapter Six of the Constitution; and
  • Has knowledge, experience and distinguished career of not less than five (5) years in the field relevant to the portfolio of the department which the person is being appointed.

Duties and Responsibilities:

The duties and responsibilities of a CEC Member shall include but not limited to:

  • Implementation of County legislations;
  • Implementing National legislation within County, to the extent that the legislation so require;
  • Manage, coordinate and supervise the functions of the Department in the County;
  • Preparation of proposed Departmental legislations, policies and plans for consideration by the County Assembly;
  • Providing the County Assembly with full and regular reports on matters relating to the Department;
  • Perform any other functions conferred by the Constitution or national legislation;
  • Carry out any function incidental to any of the assigned functions, in respect of Executive Order No. 1 of 2017;
  • Perform any function as may be assigned by the appointing authority from time to time.
  1. CHIEF OFFICER (Job Group ‘S’: 11 Posts)

                   Basic Salary : 120,270 – 180,660

  1. Be a Kenyan Citizen
  2. Be a Holder of atleast a first Degree from a University recognized in Kenya
  • Satisfy the requirements of Chapter Six of the Constitution; and
  1. Have knowledge, experience and distinguished career of not less than ten (10) years in the relevant area

Duties and Responsibilities

The Chief Officer shall be in charge of a County Department. He/ She will be the Accounting and Authorized Officer responsible to the respective County Executive member. Other duties and responsibilities include:

  1. The administration of a County Department.
  2. Implementation of policies and development plans
  • Development and implementation of Strategic plans
  1. Formulate and implement effective programmes to attain Vision 2030 and sector goals
  2. Promote national values and principles of governance and values and principles of public service.

 

  1. COUNTY PUBLIC SERVICE BOARD SECRETARY(Job Group ‘R’: 1 Post)

                  Gross  salary  – 174,300 – 222,250

 

Requirements for Appointment.

(i).   Be a Kenyan citizen;

(ii). Be a holder of at least a first degree from a University recognized in Kenya

(iii). Be a Certified Public Secretary (Kenya) of good professional standing.

(iv). Must have a working experience of not less than ten(10) years; and

(v). Satisfy the requirements of Chapter Six of the Constitution.

Duties and Responsibilities

  1. He/She will be the Accounting and Authorized Officer of the Board.
  2. Preparing and circulating minutes and agenda of the Board meetings
  • Developing Annual Work Plan for the Board in liaison with  the Chairperson.
  1. Conveying the decisions of the Board.
  2. Providing guidance and advice to the Secretariat on matters of ethics and good governance.
  • To ensure, in conjunction with the Board Chairperson, that the Board procedures are followed and reviewed regularly and further ensure that each member of the Board is made aware of and provided with guidance as to their duties, responsibilities and power;
  • To coordinate the holding of Board and Board Committee meetings including sending notices, noting attendance, organizing for necessary facilitation at meeting(s), recording the proceedings at the meeting(s).
  1. To securely maintain Board records and documents including minutes of meetings, Board resolutions and a set of Board papers.
  2. To keep Board Seal securely,
  3. To attend to Board members with regards to their approved entitlement and benefits,
  • To ensure compliance with applicable rules and regulations for the conduct of the affairs of the Board and all matters associated with the Board’s efficient operation.
  • To provide the Full Board as well as the individual members of the Board with detailed guidance on how to properly discharge their responsibilities in the best interests of the Board.
  1. SUB-COUNTY ADMINISTRATOR (Job Group ‘Q’ : 2 Posts)
  • Msambweni Sub – County
  • Lunga-Lunga Sub – County

 

Basic Salary –  Kshs 94,850 -127,110.00

House Allowance – Khs 16,800.00

Commuter Allowance – Kshs 14,000.00

Requirements for Appointment:

 

  • Be a Kenyan citizen;

(ii)         Be a holder of at least first degree from university recognized in Kenya;

  • Working experience of not less than ten(10) years;
  • Have qualifications and knowledge in administration or management ; and
  • Satisfy the requirements of Chapter Six of the Constitution.

Duties and Responsibilities:

The Sub County Administrator shall be responsible to the respective Chief Officer for:

  • Coordinating the management and supervision of general administrative functions;
  • Developing policies and plans;
  • Ensuring effective service delivery;
  • Coordinating development activities to empower the community;
  • Providing and maintaining infrastructure and facilities of public service;
  • Managing the County Public Service.
  • Facilitating and coordinating citizen participation in the development of policies, plans and delivery of services; and
  • Exercising any functions and powers delegated by the County Public Service Board.

 

  1. VILLAGE ADMINISTRATOR (Job Group ‘H’: 2 Posts)

 

  • Kundutsi Village Unit in Tsimba/Golini Ward
  • Matope Village Unit in Samburu/Chengoni Ward

 

Basic Salary – Kshs 22,380.00  –  27,680.00

House Allowance – Kshs 3,200.00

Commuter Allowance – Kshs 4,000.00

Requirements for Appointment:

For one to be appointed to this position, he/she must:

 

  • Be a Kenyan citizen;
  • Have a minimum of a Secondary School Certificate
  • Have professional qualification and technical knowledge in administration or management; and
  • You must be a resident of the Village Unit.
  • Must have a working experience of not less than three years;
  • Satisfy the requirements of Chapter Six of the Constitution

Duties and Responsibilities:

A Village administrator shall be responsible to the relevant Ward administrator;

  • Coordinating, managing and supervising the general administrative functions in the village unit;
  • Ensuring and coordinating the participation of the Village unit in governance;
  • Assisting the Village unit to develop the administrative capacity for the effective exercise of its functions and powers and participation in governance at the local level; and
  • Exercising any functions and powers delegated by the County Public Setvice Board.
