YOUTH REPRESENTATION AND GOVERNANCE/ Kwale Youth CIDP Memo 2018-2022

There is need for the CIDP to give a clear statement on good governance to promote value for money in programming and accountability. Corruption and nepotism has affected development objectives leading to wastage of public resources which ultimately results in the marginalization of our youth and exposing them to the effects of radicalization and violent extremism.
In the last 5 years youth representation was very insignificant due to appointment of politically right youth representatives who lacked capacity to effectively represent the youth.
Going forward, we are proposing for consideration in the next 5 year plan that:
a. Election of youth representatives by the youth themselves in each ward. The elected youth representatives to be trained and given further assistance to enhance their ability to discharge their duties and mandate.
b. A policy should be enacted to provide a framework for qualifications for election for each of the youth representative opportunities. The policy framework enacted should provide room for withdrawal of non performing youth representatives.
c. Youth should adequately be involved in planning, implementation and monitoring of county government development projects and programs.
d. Access to government information on specific projects and programs should be enhanced especially on programs designed for youth benefits.
