Report on Public Participation for Tsimba-Golini Ward

INTRODUCTION

The public participation on annual development plan FY 2018/2019 for Tsimba Golini ward was conducted on 08/01/2018 at Kwale county cultural centre ground. The event attracted about 200 Tsimba Golini ward residents including youth of both gender, women and men. Also, attending the public participation forum were nominated Kwale county senator, several Kwale county government officials including Matuga sub-county administrator, MCAs, Kwale county assembly deputy clerk, personal assistants to MCAs, village administrators of the Tsimba Golini village units such as Hamisi Kenya of Kundutsi, Mariam Mwagao of Golini and Mwasheele Rashid of Mazumalume.

The session began by a word of prayer from one of the attendees and County assembly prayer by the session chairperson. Thereafter, the session chairperson introduced his team from the county assembly and county executive and the ward admin Kundutsi village unit introduced his team of village administrators.

Before the onset of the discussions, the ward admin Kundutsi read the previous years’ projects of the county government, both complete and in progress projects, in Tsimba Golini ward. Some of the mentioned projects include Kwale hospital mortuary and maternity, Vuga sports field, several dispensaries, ECDE centres among other projects. The representative from finance department, Mr. Rama Kalama, officially presented the proposed ADP to the Tsimba Golini residents attending the event. Mr. Rama Kalama informed the public that the county budget for the FY2018/2019 approximates to Ksh. 8.29 billion and that the county expects to receive a total of Ksh. 7.61 billion from the national government while internal revenue collection is expected to reach a total of Ksh. 288.75 million. He also said that conditional grants to be received by the county government is approximately Ksh. 391.76 million.

The chairperson presiding the public participation, MCA Waa ward-Hon. Mwinyi Mwasera, gave directions on how the forum will be conducted. People were allowed to give their views and ask questions to seek clarification when time for discussion of a particular item is due.

DISCUSSIONS

People were not discussing to agree on what to be included in the ADP for Tsimba Golini but individually gave their views to concerning what to be included in or removed from the proposed ADP. Majority of the people gave their views on what to be added in the proposed ADP while some suggested that funds allocated for particular budget expenditure items were either little and need to be increased or a lot and need to be reduced. Only a few people suggested that some items be removed in the budget for one reason or another.

A number of youths attending the forum did not shy away from giving their views concerning what to be included in or removed from the ADP. They did not only contribute on matters affecting them as youths but also on other issues affecting the community in general.

Responses from the respective county department officers and other officials were given after every item discussed by the Tsimba Golini residents in the forum.

The discussions were noted as below.

PUBLIC SERVICE AND ADMINISTRATION

The following are the views of the Tsimba Golini residents concerning the propositions in the ADP for the ward regarding public service and public administration;-

  • Mohammed Ali from Kwale county natural resources network- Golini is a ward with no designated dumping site. Dirt has to be dumped somewhere in Vinuni. He proposed that there should be an established dumping site which is gazetted.
  • Resident- The skip bin was over budgeted for, a dumping site should be located and established and money allocated for it.
  • Resident- suggested that dumping site establishment should precede purchase of skip bin. Also, the works for construction of the dumping site and other county facilities/structures should be contracted to locals.
  • Resident- the County should think of renovating and upgrading the existing dirt collecting bins and points to avoid spread of dirt by wind and animals like monkeys.
  • Puga Kosa Zani- An integrated waste management system to be adopted where waste will be collected in categories at the point of collection so that recyclable waste can be identified. This should first be done in Tsimba Golini ward.
  • Resident- Information board should be located in villages for ease and timely access by all.
  • Resident- information board to be located at Chief’s office.

Public service and administration clarifications (ward administrator Kundutsi; Hamisi Kenya)

  1. Skip bins to be many in Kwale town not one.
  2. Information board will be at the ward administrator’s office in Tsimba if Tsimba Golini residents approves it.

AGRICULTURE

Views on matters relating to agriculture

  • Mohammed Ali; Kwale county natural resources network- Some areas in Tsimba Golini like Mbuguni are semi-arid. He suggested that climate resilient crops be established.
  • Resident- construction of market centre where milk producers are able to sale their milk instead of the said up-scaling of milk value addition.
  • Resident- Current funds allocation too small. Requested for more funds to be allocated for agricultural activities in the county.
  • Mwanaisha Mwabudzo; Aga khan Foundation- Budget for extension services be included to facilitate field visits to farmers by the agriculture officers and training of farmers.
  • Resident- Tractors and seeds availed late to farmers. Requested that they are availed in time.
  • Resident- Budget to include boreholes for irrigation to be constructed to take care of rain shortages.
  • Resident- Tractors do not benefit residents and brought late after rainy seasons. They are said to be collapsed but are always seen carrying trash. The tractors are also only available for one person in a family in a season such that once it works for a father it cannot work for a son. Requested that tractors should work for people or done away with because they use public funds for fuel and other costs yet they do not benefit the members of public.

EDUCATION

  • Resident- Computer lab for community in Tsimba Golini to be constructed.
  • Resident- Funds for energy savings jikos is more and should be reduced.
  • Resident- there is no Mazumalume ECDE centre and is proposed to be constructed at Chirimani primary school.
  • Resident- no polytechnic for PWDs and the county should budget for and construct one.
  • Resident- Tsimba Golini Jeza A area has no county ECDE centreto be constructed-the community ECDE centre has no county ECDE teacher, one needed.
  • Resident- said that a lot of money is allocated and used for construction of ECDE centres but poor building structures are constructed. The amount used to be reflected in the finished building constructed or the amount be reduced.
  • Resident- he requested that an ECDE to be constructed at Kwale primary school since the structures available are not satisfactory even though other needs like ECDE teachers are provided by the county.
  • Resident of Nyando- he commented that Nyando village is a hardship area- and has no ECDE. Pupils have to travel with hardship to other villages to attend school. He requested that an ECDE centre be constructed in the area. He also said that 7 acre land is available for the ECDE centre and even primary school.
  • Resident- Tsimba Golini has more students and pupils as compared to any other ward in the county yet bursary allocation equal allocation for other wards. There should be

Responses from County Officials

Mishi Mayumbe– she said that previous ward bursary allocations were guided by law. She said that as members of county assembly, they have realised that such law is no longer useful and she is working with other members of the county assembly to make sure that that law is amended guided by recommendations from the county assembly committee for education. She requested that members of public approves the law they will have passed when it is presented to them during public participation for the same.

Agnes Zani– she first enlightened the members of public that only ECDE is devolved. She explained that previous senate assembly had drafted and passed ECDE bill which was to be presented to the county assembly but they failed. She said that the plan to take the bill to the national assembly is still in place and assured the members of public that all the issues they raised in the public participation including issues of payment of ECDE teachers etc. are addressed in the bill.

Norah Kioko representing the county department of education- she asked the PA to the Tsimba Golini MCA to communicate with the MCA for solutions in Nyando. Regarding youth polytechnic for PWDs, she said that Galana Youth Polytechnic was in the FY 2017/2018 budget and fencing of the polytechnic is underway this year. She also said that funds energy saving jikos are not over budgeted for and new curriculum is implemented in schools.

HEALTH

Ali Bakari Mnyonje- He said that Kwale hospital condition is not in pleasant conditions as other hospitals in other counties. He said the hospital lacks key equipment such as X-ray machines thus people have to be referred to Msambweni hospital or Coast General hospital or private hospitals. He also said that services such as surgery cannot be got from the hospital until one is taken to Msambweni or Coast General hospital. He requested that the hospital be up-graded to reach standards of a sub county hospital. He also said that Chirimani dispensary is overpopulated as it serves many people from other surrounding areas such as Mazumalume, Tingeti etc. He therefore suggested that another dispensary be constructed in Vuga serve Vuga, Mwanangate etc.

Abdalla Kidato- the current standards of Kwale hospital not even 15% of its required standards because the hospital entrance road has potholes where water stagnates thus creating breeding grounds for mosquitoes.  The potholes also hinder easy quick movements of patients in critical condition who need to be moved by ambulance. He compared the Baraza Park and Kwale hospital and said that there was no need to put cabroz at Baraza park and leave Kwale hospital the way it is as there is no even specific parking area for the hospital ambulances.

Residents- Access road to the hospital is in bad condition and needs to be renovated. Specific parking area for the ambulance to be established and should be easily accessible. Wards should be separated for both men, women and children. Some medicines are lacking in the hospital and should be made available. Old stage be revived for purposes of easy and fast transportation of sick persons to the hospital. Toilets are few need to be increased. Additional water tanks to ensure availability of enough water so that toilets cleanliness can be maintained. More toilets cleaners need also be employed.

Resident- Bilashaka dispensary in Chirimani is overpopulated by patients since it serves people from Magodzoni, Tingeti, Mtsarani and Matairini thus the needs for the hospital are high. However, the dispensary has no staff quarters and good maternity wing. She therefore requested that a better maternity wing be constructed. She further said that the area is a malaria zone and a lab should be constructed for malaria blood testing.

Resident- Mwachome dispensary is not completed and has turned into a goats shed. She requested for completion of Mwachome dispensary because other dispensaries are far from the area i.e. Bilashaka and Matuga dispensary.

Resident- Vyongwani dispensary has only one nurse. More requested for. No fence and should be erected. No water, only one tank available and more to be added at least one more.

Resident- More mosquito nets to be distributed to the Golini residents or other methods to cub mosquito attacks to be devised. However, others suggested that the nets be checked or treated first before distribution because they feel the influx of bedbugs in their homes is as a result of the nets.

Resident- Medicine for high blood pressure and diabetes are very expensive yet HIV/AIDs medicine is free. It is surprising to the speaker that HIV/AIDs medicine is free yet people go and look for the disease while they expensively buy medicine for high blood pressure and diabetes, diseases which comes naturally.

Galole Dima’s Response

Mr. Galole said building for X-Ray has been built but not equipped with necessary facilities.  He added that theatre is operational with five experts. However, some surgery cases have to be referred to Msambweni because such surgeries are more advanced and can only be done at Msambweni hospital which has more advanced facilities and more qualified surgeons. He expressed his delight for the Msambweni hospital saying it has been improved and now has an ICU, renal unit and a big maternity wing which he compared it to the one in Makadara hospital (Coast General Hospital). He further said that

Paediatric ward is also 80% complete. Once it is completed the children will be moved to the paediatric ward the men will be separated from women in the wards.

Mwachome dispensary is 80% complete and the work is in progress. He said the dispensary will soon be officially opened to serve the community.

Vyongwani dispensary had three nurses one taken to Chitsanze dispensary and another one is on maternity leave and expected to return after her maternity leave.

Concerning the issue of mosquito nets bringing bedbugs, he said that the bedbugs should have been there before but are agitated by the chemicals in the net thus coming out from their hiding places therefore the nets have no bedbugs. He further said that the government cannot bring something harmful to the community.

TOURISM AND ENTERPRISE DEVELOPMENT

Mohammed Ali; Kwale county natural resources network- community driven sanctuary Mwaluganje is collapsing. It’s better to make tangible efforts in Mwaluganje such that Tsimba Golini residents benefits from it.

Resident- Mapping of tourists’ attraction sites or centres in Tsimba Golini should be done.

Resident- Modern retail market should be considered after good access road to the area is constructed.

Resident- government should foster security before thinking of improving tourists’ attraction sites

SOCIAL SERVICES AND TALENT MANAGEMENT

Juma Said Mwakusinza from Vuga- Vuga sports field incomplete and has now turned into a bush/forest. It’s now a house of monkeys and a place to harvest “fito”.

Mohammed Ali; Kwale county natural resources network- performance arts centres have been allocated a lot of funds. Suggestion: funds be allocated to support the performing arts groups like in purchase of equipment such as public address systems. This will help them create jobs for themselves.

Resident- Kinarini sports field not complete so no need for implementation of the phase II budget proposal.

Residents- County football team not sustained. New players are recruited every season instead of maintaining the county team at the end of the inter-county ball games.

Resident- What next for cultural festivals. County government contributes to the erosion of culture. Cultural arts performers are underpaid by the county government whenever the county engages them for examples during official government ceremonies like Madaraka day celebrations etc.

Resident- Talent academy for the county has to be established.

ROADS

Juma Said Mwakusinza from Vuga- Chirimani Vuga people in Mwanangate want a road be constructed to link Chirimani and Mwanangate.

Residents- No roads in Kinarini and Godoni. Requested that county government budget for roads in Kinarini and Godoni.

Resident- Golini road in bad condition and needs to be considered in the budget

Resident- Mwanzwani area road to be constructed

Resident- Small scale contractors given tenders for local roads construction

Zahoro- Tingeti-Dima road not useful especially in rainy seasons because the murram was laid in patches distance from each other and sand was added used is of poor quality. A good murram should be laid or else the existing one be removed.

Abdallah Chabindo- Suggested for Makoroma-Chirimani dispensary road construction.

Resident- Kwale Mwabuga Vyongwani road to be well constructed.

Resident- Road to Vuga sports field be constructed as promised during election campaigns because ever since the promises were made nothing has been done and vehicles access the area through undesignated roads.

ENVIRONMENT & NATURAL RESOURCES

Tsimba Golini has three Kayas. One is protected in Shimba hills forest. Lugumba and Kaya Teleza need to be protected and ecotourism projects establish in those Kayas so that the youths and old men get employment opportunities in the Kayas.

Resident- Kaya forests to be rehabilitated, fended and gazetted if not.

Previous budget had an allocation of Ksh. 300,000 for tree planting and people suggested that more funds be allocated for the tree planting program. The impact of the Ksh. 300,000 is not seen.

Tindi from Ziwani-county to enact laws to prohibit cutting down of local trees (referring to coconut and mango trees) insisting that before we think of planting new trees we should protect the existing ones.

Pakia Riziki- “allocation for projects tailored to curb negative climate change be included in the budget”.

Resident- “prisons to be constructed at ship & goats as proposed. The prisons also be named with names that reflect Kwale not names like Migingo”.

WATER SERVICES

Resident- county government to conserve natural water resources.

Ndiga- “people are paying for water which they did not use. More funds allocated for improved water systems (referring to strong modern water pumps)”.

Resident- “at least two wells be drilled in each village to bring solutions to water problems in tsimba Golini”.

Gauchi- “water is available but cannot reach community (residents) therefore requested that the responsible water services officer be removed if s/he is corrupt”.

Resident- “Lunguma primary school borehole be constructed”.

Mwakusinza- “Mtsarani dam not functional as expected”.

Response from the Water Services Department

Hon. Mishi Mayumbe, nominated MCA Tsimba Golini first said that piped water is managed by Kwale water services management board. She said that a lot of money have been invested by the county government on water issues. She asked all stakeholders including CSOs to come together and form a delegation after 13th January 2018 that will compel water service board to supply water to the community. She assured the Tsimba Golini residents that she is ready to work with them to ensure that water shortage problem is solved. Her idea was supported by Hon. Mwinyi Mwasera and the members of the public attending the forum. However, Hon. Mwasera asserted that water services is not fully devolved.

Engineer Antony Katana from the department of water services sheds light on the differences between Kwale Water Company and Kwale water service management board. He said that the existing law regarding water services is quite confusing. He said that the water company is supposed to be under the county water department but that’s not the case because the water company currently independent thus the county water department exercises no control over the supply of water by the company. He requested Hon. Agnes Zani to follow up on the issue of law so that it’s easy for them to deal with the issue at their level. He mentioned of the progress they made in removing the corrupt manager in the water company but that alone cannot help in solving water issues. He further said that county government has been helping the company in paying of electricity bills, a responsibility of the water company itself, but still the company cannot supply water to the community satisfactorily. Water tracking has been done but that’s not adequate and further said that the current laws allows them to only come up with water projects which they then handover to the water company or the community.

GENERAL COMMENTS/SUGGESTION

There are a few suggestions that were made which did not directly relate to the ADP. They include:-

  1. Specifications to be included in the budgets. The current budgets give summary or rather lump sum figures. It was requested that the budgets should give specifications of the said project or item to be purchased.
  2. The county documents such as the ADPs to be discussed in public forums and any other information from the county to the members of public should not be only in English but copies in other local language, such as Kiswahili, Digo, Duruma languages etc., be availed for easy understanding by the community members so that they can understand what is in the documents and contribute their views.
